, republicans voted on the budget control act. they hope this passÉ. it was a law. as senator murray announced today, this year the senate will return to regular order in the budget resolution to the senate floor. the house republicans had to add a gimmick or to today ago that i understand, we all understand the tea party plays a big part in what goes on in the house and they need a gimmick or two to get things done over there. but spare the metaclass another knockdown drag out fight, we are going to proceed to work on this legislation intended out of here as quickly as we can. i went to give credit where credit is due and i think speaker boehner for his leadership in defusing a site over the debt ceiling debate. as i said before, not everything has to be a big fight. this proposal they have in the house is that worth fighting about. so again, i think the speaker for his work in this regard. the metaclass has been telling us they don't want another crisis in this showcase send the security they deserve. senator durbin. >> thank you, mr. leader. america is suffering from confrontation fatigue.

[inaudible question] >> i call during the recess how impressed i was with his speech. here is a person everyone knows. second amendment's right guy. but in the speech it was very for cleaning and indicated there had to be more done on background checks. he said specifically -- i'm paraphrasing, but not much. there was no reason to have multiples cells. so anyway, this is an issue that we're not going to run from. it is an issue we need to talk about. and so i hope we can do is have a bill reported out of the committee. may not be everything everyone wants, but i hope it has the stuff and that is really important and i expect

the majority has decided to pass a budget. the new budget chairman, senator murray, said yesterday that her committee will draft a budget. now let's let the senate produce a budget. let's have a budget drawn up. let's have a budget debated. let's figure out what our plans are. budgets lay out plans and we'll see if a budget that a majority in the senate would vote for will pass the straight-face test with the american people. we'll see if this is just another budget that says, okay, here's the amount of money we'd like to spend. it has no relationship to the amount of money we have. let's let that be our budget. the people -- people will no longer tolerate, i'm convinced, the amount of debt and taxes that the spending plan would require. but for them to really think about that, they have to have a spending plan, and i am grateful that the house passed legislation that says we have to have that -- that plan. when the majority in the senate, democrats in the senate have a budget, we'll see how they feel about continuing to attack the budget that the house has been willing to come up with for

sure we meet compelling human need and at the same time get value for our dollar. senator patty murray chairs the subcommittee that funds housing and transportation, again, to make sure that we're rebuilding homes and livelihoods. senator feinstein on the army corps of engineers, again, while they've been doing a heroic job getting the -- keeping the mississippi river open, they want to make sure the shoreline of new york and new jersey and maryland is open for business as well. i could name all of them but those three have done an outstanding job. and i particularly want to acknowledge the help of my colleagues from new york and new jersey. senator schumer has led the way, particularly when there was this difficult time with senator inouye's illness to move this bill. but senator gillibrand, menendez and lautenberg have really been outstanding. this is about colleagues, and i want to thank our colleagues on the other side of the aisle who helped us. i know that -- i really would now like to yield the floor to senator landrieu, who has done such a great job through her subcommittee and

country. i think charles murray's book last year was very powerful way of laying out how it is spent this is a very peculiar problem that we face because we all talk about this. i think we're all of him had even if you're not a hardline social conservative. you safe information. and yet we don't see, what we haven't seen, charles alluded to this lastly, are the social dislocation talks of this. that is to say, when we started "the weekly standard" in 1995, the worst, very good piece, but would make you laugh if you would like to look at it was by a criminologist and sociologist was called here come the super predators. and the argument was that we had created a generation of 17-year-olds, youth, whose fathers had been in prison, never seen a strong family, none of that. and basically they were on the way to creating a crime wave the likes of which we had never seen. that is one of the great humbling moments of my life as an editor. wonderful piece, perfectly argued and it made absolute sense at the time that we published it. and it was so wildly wrong that it's not 18 years later. yo
